Working closely with private sector partners, Bolton Council is delivering a £1bn investment pipeline to transform the town centre and drive growth.

As consumer habits change and more people shop online, our masterplan sets out how we are reimagining our town centre with the ideal mix of new homes, quality retail, leisure, hospitality and employment space.

Location

The Moor Lane, Deansgate Gardens and St George’s Road developments are vibrant new urban neighbourhoods in the heart of Bolton Town Centre, contributing to a projected 5,000 new town centre residents.

This is supported by investment in lighting, signage and public facilities like Bolton Market Food Hall, Bolton Central Library and Elizabeth Park, alongside employment space such as the Wellsprings innovation hub.

All of this work is underpinned by our major events and cultural offer, alongside initiatives to attract more visitors to Bolton, drive economic growth and promote the best of our borough to a global audience through our new place brand.

In 2026, we have entered an exciting new phase of regeneration with the flagship redevelopment of Crompton Place and the creation of the new Church Wharf neighbourhood.

Research by Deloitte shows that these projects will deliver 4,300 new jobs and £565m in Gross Development Value.
